Who We Are

The missing link between impact capital and national systems

Sigma IMS builds the measurement layer that lets evidence move between an impact-focused enterprise, the investor who funds it, and the country that reports on it, without the burden of reconciling dozens of competing frameworks.

A society transformed by capital that delivers on its promise. We work toward a world in which the resources directed at social and environmental goals, public and private alike, are deployed on the strength of credible evidence rather than good intentions, so that capital reaches the right place and achieves sustained impact.

To make impact measurement credible and usable. We turn the frameworks that tell organisations what to measure into field-ready systems that show them how, and we build those systems at the point where national monitoring and evaluation meets impact capital. Our work lets evidence move cleanly along the whole chain, from the impact-focused enterprise where outcomes are created, through the investor whose capital funds them, to the national results and the financing framework a government reports against, and forward onto the path to its goals.

How We Work

We work from a single conviction: measurement is infrastructure, and most organisations are missing the layer that makes it credible.

The reason that layer is so hard to build is fragmentation. The impact measurement and evaluation landscape is crowded with dozens of frameworks, standards, and reporting requirements, each with its own language and demands. For an impact-focused enterprise creating outcomes, an investor allocating capital, or a government tracking national progress, the result is the same: the same data collected many times over, competing requirements that must be reconciled by hand, budget and staff time consumed by the overhead, and disruption every time a new framework or evaluation system arrives. Most stakeholders carry this burden. Few have the layer that resolves it.

One method, across sectors and contexts

The same methodology that scores a portfolio investment also diagnoses a national evaluation system, and serves the enterprises that sit between them. Because it is agnostic to sector and context, it absorbs the fragmentation rather than adding to it: one coherent approach that consolidates the major frameworks, so an organisation collects once, satisfies many requirements at once, and never has to rebuild when standards change.

Three questions, in order

Every engagement moves through the same logic: where impact is genuinely possible, whether the outcomes that matter can actually be tracked, and whether they are on course to reach the goal. We call these Opportunity Identification, Outcome Trackability, and Trajectory Reliability. The third is where measurement turns from a record of the past into a guide for the next decision.

Zero disruption

We deliver methodology through the formats an organisation already uses, so it integrates into existing workflows instead of replacing them. There is no new platform to stand up and no rip-and-replace each time requirements move. Collect once, report many times.

Honest by construction

Every figure we produce carries its claim status: what is measured, what is modelled, and what is projected. We describe an investor's contribution as a contribution, never as a claim that the capital alone caused the result. Evidence that survives scrutiny is worth more than evidence that merely flatters.

What we are, and what we are not

We operationalise, we do not only strategise. We prepare organisations for independent verification, we do not verify our own work. We design systems, we do not sell software. We build capacity that a client's own team owns and runs, we do not create dependency.

What this removes

For every stakeholder, the proposition reduces to less of what gets in the way: less duplicated reporting, less time and money lost to reconciling competing frameworks, no disruption when a new requirement lands, and no lasting dependency once the system is in place. That is what an agnostic, consolidated method makes possible, and it is why one adaptable solution serves better than another framework added to the pile.
